Instructions
Heat a large pan over medium heat. Add the olive oil, diced onion and cook for 5 minutes. Add garlic and cook for an additional 1 minute.
In the same pan add the beef, break it up with a wooden spoon, until browned, about 5 minutes. If there is too much fat released, use a paper towel to remove some of the fat.
To the beef add in the tomato paste, garlic powder, onion powder, oregano, chili powder, sugar, and salt into the pan.
Add the stock and heavy cream and bring to a boil. Once boiling, add the macaroni and cook, stirring constantly, about 7-8 minutes.
Remove from the heat and stir in the cheese until melted. Ladle into bowls and serve topped with the chives.
